Dates are worked out from the tithi, star and Tamil-date rules at sunrise (Sri Lanka: Colombo, Tamil Nadu: Chennai). Check them against the government holiday calendar, and your family panchangam has the last word.
Why can festival dates differ between Sri Lanka and Tamil Nadu?
The day is set by which tithi is running at sunrise. Colombo and Chennai have slightly different sunrise times, so when a tithi changes close to sunrise the date can shift by a day.
